December 17, 2021: Industry Day – COMET Overview Presentation

  • Registration: Participants must submit the COMET Overview Registration Form no later than 4:30 PM EST, December 14, 2021.
  • Time (EST): 10:00 AM EST
  • Description: Overview of the COMET draft solicitation and acquisition schedule.
  • Location: This event will be virtual. Registered participants will receive an emailed invitation with dial-in information.
  • Questions and Answers (Q&A): There will not be a real-time Q&A session during the presentation. See below for information on submitting questions to the COMET Source Evaluation Board (SEB).

 

January 12, 2022COMET One-On-One Meetings with Interested Prime Offerors

  • Registration: Participants must submit the COMET One-On-One Registration Form no later than 4:30 PM EST, December 28, 2021Limit 8-10 participants per interested Prime Offeror.
  • Time: 30-minute time slots will be assigned to registered interested Prime Offerors.
  • Description: The purpose of these one-on-one meetings is to provide an opportunity for interested Prime Offerors to meet with members of the COMET SEB. Respondents may verbally communicate their comments regarding the draft solicitation or share information about their company. Respondents may also ask questions related to the draft solicitation during the one-on-one meetings; however, all questions received will be captured in writing and posted to https://sam.gov with the Government’s response.
  • Location: This event will be virtual via Microsoft Teams. Registered participants will receive an emailed invitation with dial-in information.

January 13, 2022: KSC Bus and Walking Tour

  • Registration: Participants must submit the KSC Bus/Walking Tour Registration Form no later than4:30 PM EST, December 28, 2021Limit 3 participants per company. If you require special assistance to participate, please identify this within the registration form.
  • US Citizenship: Each participant on the tour must be a US Citizen.
  • Health and Safety Measures due to COVID-19:

    • According to the Centers for Disease Control and Prevention, adults of any age with serious underlying medical conditions and older adults can be more likely to get severely ill from COVID-19.Interested participants should evaluate their risk in determining whether to attend the subject tour. In any public location there is a risk of exposure to COVID-19.Please follow all safety guidelines to protect yourself and others. We cannot guarantee you will not be exposed during your visit.
    • Buses are not to exceed 75% capacity.
    • All bus tour participants must complete the Certification of Vaccination attestation form and provide the printed and completed form prior to boarding the bus.

      On the Certification of Vaccination attestation form, participants will attest their COVID-19 vaccination status.  Participants who mark boxes other than fully vaccinated are required to provide a written negative COVID-19 test result  that is within the previous 3 days of arriving.  The COVID-19 test must be a molecular, viral, or antigen test. 

       

    • NASA will not provide COVID-19 testing nor pay for costs associated with COVID-19 tests.
    • Additionally, for your privacy, the attestation form and test results will be returned to the individuals once reviewed prior to bus boarding.  NASA will not be retaining any of this information.
    • All participants, including those vaccinated against COVID-19, are required to wear a face mask in all indoor locations (this includes while on the bus).

      Participants are not required to wear a face mask when outdoors so long as they are able to maintain social distancing practices.

      Please go to the Centers for Disease Control and Prevention, Your Guide to Masks, for how to select, properly wear, clean, and store masks.

  • While on KSC property, participants must follow the KSC Rules:
    • All participants, including those vaccinated against COVID-19, are required to wear a face mask in all indoor locations (this includes buses).Participants are not required to wear a face mask outdoors so long as they are able to maintain social distancing practices.
    • Buses are not to exceed 75% capacity.
    • No eating or drinking will be permitted on the buses.
    • During breaks or when outside, participants shall practice social distancing.
    • Anyone who has been exposed to COVID-19 in the past 14 days or has experienced COVID-19 symptoms in the past 14 days shall not participate in the tour.

  • Time:  7:45 AM EST - 3:30 PM EST – Please arrive at the meeting location at 7:45 AM EST to allow time for check-in and boarding the busses.  Note: Busses will depart at 8:00 AM EST. 
     
  • Description: Members of the SEB and designated KSC representatives will provide a close-up look at many facilities included in the COMET draft solicitation. The tour will combine bus transportation with some walking.  Hard hats will be worn during some of the tour locations.  Hard hats will be available but participants may choose to bring their own hard hat to wear if preferred. Participants are required to remain with the tour group for the duration of the tour.

  • Meeting Location: Participants will park in the parking lot of the KSC Office of Small Business Programs, address provided under "Meeting Location Address" below. Busses will pick up and drop off participants at this location. A parking lot pass will NOT be required for registered participants.

  • Lunch: Participants will be able to purchase lunch at the Saturn V Facility. 

  • Reminder for Items to Bring:
    • Valid photo ID
    • Face mask
    • Certification of Vaccination attestation form
    • If not fully vaccinated, proof of a negative COVID-19 test result that is within the previous 3 days of arriving.
    • Personal hard hat (optional)
  • Badging: No special badging process is required. Participants shall bring a photo ID.
  • Dress Code:
    • Shoes must cover the entire foot (socks and sneakers are suggested). No high heels, ballet shoes, sandals/slippers.
    • Full-length trousers or slacks are required. Shorts, capris, dresses, or skirts are prohibited. No skin should be showing below the waist.
    • Short-sleeved shirts are permitted. "Tank tops" and mesh shirts are prohibited.
  • Other Rules: No firearms, sharp objects, backpacks, or coolers permitted.
  • Photos: No participant photography, either camera or cell phone. Violations will result in immediate removal from the KSC Bus/Walking Tour.
  • Q&A: Question forms will be available for participants to fill out and submit to the SEB Representative on the bus. The submitted questions and Government responses will be posted on https://sam.gov.
  • Information Packets: Detailed overviews will be made available through https://sam.gov for all participants and interested parties who are not able to attend.

November 5, 2021 - Update -  NASA contemplates transitioning its Exploration Systems Development programs (including the Space Launch System and Exploration Ground Systems Programs) from the current government-owned, -integrated, and -operated launch system to an industry-provided and -led Exploration Transportation System (ETS) that integrates launch services across (1) a contemplated Exploration Production and Operations Contract, or EPOC, for vehicle production; and (2) the COMET contract for ground operations. NASA intends to hold a virtual Industry Request for Information forum via WEBEX on November 10, 2021, at 11 a.m. CT to discuss its vision and goals for the ETS as well as the contemplated EPOC. A representative from the COMET acquisition team will attend this event. Registration requests may be submitted to MSFC-EPOC@mail.nasa.gov.
